This course provides officers with an overview of managing difficult individuals by applying constitutional law, communication strategies, and agency policy. Topics include First Amendment protections (RAPPS), identification and tactics of First and Second Amendment auditors, protected vs. unprotected speech, applicable Kentucky Revised Statutes (KRS), and the legal standard for determining when a person has been seized under the Fourth Amendment. Emphasis is placed on lawful, professional response and effective de-escalation techniques.
