Cognitive Interview
with Jonathan Vaughn
This course will provide the learner with the skills and steps to conduct the Cognitive Interview Technique developed by Dr. Edward Gesielman, PhD and Dr. Ronald P. Fischer, Ph.D. This method has been proven to elicit more information and more accurate information from witnesses and victims of crimes. This translates into stronger cases when presented in a court of law. Information will be presented in a building block format, allowing the learner to receive the information from the lecture and immediately put it to use in practice sessions.

Financial Wellness
with Ron Gilbert
**16 KLEC Credit Hours (4/13-4/14) + two days of non-KLEC one-on-one retirement consultations**
This program is a component of the organization's comprehensive initiative to promote the well-being of its officers. It aims to provide students with insights into various facets of financial wellness during and after retirement. Geared towards troopers and officers who are planning to retire within the next 3-5 years, this course serves as an introductory guide to assist individuals in assessing their choices and preparing for the future. The curriculum encompasses a wide range of topics related to officer wellness, with a particular focus on the Kentucky Retirement System, retirement benefits, and the potential effects of social security, taxes, and other factors on career-related choices.

Communications Training Officer (CTO) Program

The KSP Communications Training Officer (CTO) Course provides newly selected KSP CTO personnel with methods and principles of effective training at the local Post level. A strong emphasis will be placed on the training environment, the need for thorough and consistent post level telecommunications training and will explain the use of evaluation forms and additional documentation required in the Standardized Telecommunications Training Program. Students will learn about Federal laws, vicarious liability, the Equal Employment Opportunity Commission (EEOC), stress and the CTO, interpersonal communications, verbal judo, customer service, qualifications of an effective CTO, training a multigenerational workforce, Communications Training Officer Program, standardized training, and the applicable forms.

The 2026 Mandatory Collision Reconstruction In-Service is required for all Collision Reconstruction personnel. All personnel are required to bring the following items to class on Monday.

KSP PAO In-service

The Public Affairs Officer in-service will identify the public information officer's (PAO) role in planning for, developing, and delivering emergency public information. This course can also serve as an introduction to the role of new PAOs or to allow people with non-PAO roles to gain an understanding of how strategic communications impact critical incidents. Students can expect to spend significant time developing skills needed to be a full or part-time PAO. These skills are developed through written and oral communication exercises. Students will learn how to understand the workings of the media and develop tools and techniques to perform effectively as a PAO. Students will explore how critical incidents necessitate interactions with multiple agencies and departments and how to incorporate those into the incident management activities at the command and coordination levels. In a multi-agency response, several PAO’s may be required to interact with and manage personnel and information during the event by handling additional coordination and planning roles. Students will learn the importance of community engagement and education to meet the mission and goals of the Kentucky State Police. Strategies for community outreach, partnerships and engagement will be introduced. This will include marketing outreach projects through public dissemination of information, social media and digital media. Students will receive instruction in use and handling of agency education display assets including the safe transport of those displays.
Patrol Combative Tactics

This course is designed to provide instruction to Troopers and Officers in Combatives and Tactics. Students will learn different levels of force and options while dealing with resisting or combative persons. Students will be taught how to perform proper techniques in the following areas: applying handcuffs from standing or prone positions, upper and lower body strikes/combinations; defensive blocking with angles/movement, defense against chokes and grabs; takedown options, takedown defense, weapon retention, firearm takeaways, and ground defense.
Troopers and Officers will understand they are not restricted to only the techniques in this curriculum; however, they will understand the force used must be justified and necessary and fall within the grounds of the principles taught during training, follow Kentucky State Police policy, KRS, and adhere to Constitutional Laws such as Graham v. Connor.

Retire Well

The Kentucky State Police, in partnership with the Kentucky Public Pensions Authority and Kentucky Deferred Compensation, is excited to host a pre-retirement workshop designed specifically for Chapter 18A (civilian) employees who are members of the Tier I & II retirement system.
This workshop will provide valuable information to help participants better understand their retirement benefits and plan for the future.
Who should attend?
Chapter 18A non-hazardous duty employees who are in the Tier I & Tier II retirement system.

KSP KLEC Instructor Development

This course is designed to develop the student’s skills, knowledge, and abilities necessary to excel as a law enforcement instructor. Course content will include rules and regulations associated with being a law enforcement instructor as well as methods of being an effective instructor, researching topics of instruction, lesson plan development, and skills of teaching adult learners. Successful completion of this course will qualify the student to apply for instructor certification through the Kentucky Law Enforcement Council in accordance with 503 KAR 1:100.
